What is the Rent Charge fee spent on?
Below is a brief resume of the items of expenditure for which the Trust is responsible. Essentially, the Trust is responsible for the maintenance and upkeep of areas within the development that, firstly are not included within the areas of the several Flat Management Companies and secondly that have been adopted by the London Borough of Enfield - mainly the main bridge and the arterial roads throughout the Island.
Listed below are general items of expenditure that are covered by the Trust's Rent Charge:

Dealing with abandoned vehicles.

Canal Arm and Basin – maintenance.

Canal Arm and Basin – pump service.

Community Centre.

Companies House registration.

Directors’ indemnity insurance.

Drain pumps and repairs to private systems.

Electricity – communal supply.

General repairs and maintenance.

Insurances of such items as the canal barge, bridges, play areas, water tower and public liability.

Landscaping and litter clearance.

Legal costs where the Trust solicitor is used.

Replacement of life savers.

Pest control.

Tree surgery.

Water rates (the Canal Basin is fed by a mains water supply).

Dealing with periodic clay cap inspections, telephone, postage and printing costs.

Audit and Managing agent’s fees.
Budgets are prepared in advance of the commencement of the financial year (in the case of the Trust the end of the financial year is 31 March). The budgets are approved by the Directors prior to being forwarded to residents.
What is the Trust Reserve Fund?
A reserve fund has been set up to deal with medium to long term capital expenditure within the development. It is important to ensure that sufficient funds are available to cover contingencies, and known repair and renewal costs in respect of the various features within the development. This obviates large individual demands being sent to residents in the event of large bills being received regarding maintenance and repair issues at some stage in the future.
It is a major benefit to residents to have a reserve fund on a scheme such as Enfield Island Village . Having a reserve fund is a positive advantage in respect of the sale of residential properties within the development, giving comfort to potential purchasers that they will not be faced with large unexpected items of expenditure for the future.
As you will be aware, there are several areas of responsibility that the Trust is responsible for. Listed below are certain of the items that will require capital expenditure in the future for which the reserve fund has been set up:

Bridges – Rifles Bridge and complimentary bridge leading to Government Row.

Drainage Pumps – there is private drainage within the development, and the drainage pumps require periodic maintenance and renewal.

Pump to Canal Basin – there is a re-circulating pump to the Canal Basin that will require periodic maintenance and renewal.

Canal Basin – this feature is the responsibility of the Trust and at some stage in the future will require capital expenditure on its lining.

Lighting Columns – there are many private lighting columns that will require repair/replacement for the future.

Play Areas – these features are expensive to maintain and insure.

Barge – the canal barge is owned by the Trust and requires periodic repair and refurbishment.

Private Roads, Footpaths, Block Paving and Asphalt Areas.

River Banks.
-
Fences, Railings and Architectural Features.

Tree Surgery.
-
Maintenance of Riverbanks.

Maintenance of the Water Tower.

General renewals to services and amenities.
The makeup of the reserve fund is periodically assessed and costings prepared under the supervision of the trustees.

41/45 Island Centre Way, EN3 6GS - Call for surgery hours on 0844 815 1386.
Who do we pay water rates to?
Thames Water cover the island. Visit http://www.thameswateruk.co.uk or call 0845 9200 800 24 hours a day 365 days a year. If you live in a house, you will pay Thames water direct. Owners of flats have water rates built into their service charge.
What about Buildings Insurance?
Again, this is built into the service charge for flat owners. Householders are responsible for arranging their own insurance.
How do I get large items of rubbish removed?
Call Enfield Council on 020 8379 1000.
Remember – large items should NOT be left in, or outside, of any of the bin stores. To do so is deemed fly-tipping which is a criminal offence!
Where are the nearest Re-cycling facilities?
At present, we have no re-cycling facilities on the island. This is because the Trust felt it would encourage mess and noise in and around the residential areas.
Residents can dispose of general household waste and waste for recycling at Barrowell Green Recycling Centre (Barrowell Green, Winchmore Hill, N21 3AU)
What can I do about noisy neighbours?
All Out Of Hours reports should be directed to the council's Contact Centre by telephoning 020 8379 1000 and using the emergency option, where you will be required to give specific details of the problem you are experiencing. You will be asked for your name, address and a contact number. Out of Hours service operates between the hours of 21:00pm and 3:00amĀ on Friday and Saturday nights. For noise in the streets, or other non-emergency matters, contact the local Enfield Police by dialling 101 or textphone 18001 101.
Where are the nearest libraries?
The nearest is situated on the Island at 44-46 Island Centre Way; telephone 020 8379 1719. The next nearest is the Ordnance Road Library at 645, Hertford Road, Enfield, EN3 6ND; telephone (020) 8379 1725/6.
Where is the nearest swimming pool?
The nearest pool is at Albany Leisure Centre – 505 Hertford Road , EN3 5XH. Call 020 8804 4255 for opening times and classes.
How do I contact the Police?
In an emergency you should phone 999. You should use this service if a crime or incident is happening now or if anyone is in immediate danger.
For non-emergencies dial 101-for incidents not requiring an immediate police response.
Where is my nearest gymnasium?
The Island is fortunate to have its own its own gymnasium, Island Fitness. telephone: 01992 762 107.

The Island is fortunate to have its own Pharmacy. It is located in the RSA Centre on the Island.
Vandalised/Broken Bus Shelters - Reporting Action
If you see a vandalised or broken bus shelter then please report it to London Transport who will arrange for it to be repaired. The numbers to ring is: 0800 731 3699. Please note the number on the top left of the bus shelter before ringing London Transport. This identifies to London Transport the exact location of the bus stop. Also, once reported, ask for the reference number of the 'job card' that is being raised - so that you can go back to them in the event that repairs are not undertaken within a reasonable time scale.
